Job Summary
Supports the management of a program(s) in the field; supports the development of project work products, to include but not limited to, program timelines, budgets, reports, and other products/documents as Identified.
The Content officer reviews MoE PD policies and materials, then creates and adapts practical resources that match national teacher competencies and ranks. Content officer designs clear training pathways by rank and develops aligned materials for face-to-face, online, self-paced, and school-based learning, following good practice in early-grade teaching, adult learning, accessibility, and UDL The Content officer works closely with Training Specialists to improve the content and prepare ToT packages for supervisors so training is delivered consistently and with quality.
Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.

Knowledge & Skills
Task and Project Coordination/Management
Provides technical support and inputs to an assigned program(s) or project. Responsible for the contributing, creating, and guiding the work associated with project outputs; to include but not limited to program design, required products, gathering, drafting, and creating workflow plans, budgets, internal/external reports, presentations, and other documents/deliverables as identified. Responsible for the development of written communications by drafting, approving, and sending correspondence.
Specific tasks for assigned role include:
- Review MoE PD policies, frameworks, curricula, and approved standards.
- Map every module explicitly to teacher competencies and ranks (e.g., assistant teacher, teacher, first teacher, expert, leader) with clear progression and evidence criteria.
- Maintain an alignment matrix (module → competency → rank → assessment)
- Design/adapt Trainer guides, participant workbooks, slide decks, lesson plans, job aids, and micro-credential tasks, and any other materials requested by MoE.
- Write clear Arabic instructional text; ensure plain language, inclusivity, and UDL principles.
- Build embedded assessments (pre/post, checks for understanding, performance tasks) with rank-sensitive rubrics.
- Write video scripts for video shooting for the materials or any classroom needed activity.
- Differentiate objectives, practice sets, and performance expectations by teacher rank.
- Provide bridge activities, remediation/extension options, and formative checkpoints that support progression between ranks.
- Produce parallel, coherent versions for F2F, online facilitated, self-paced, and school-based application.
- Prepare press-ready print files and accessible PDFs; convert for LMS/LXP with tagging/metadata and mobile/offline readiness.
- Develop light e-learning objects (e.g., micro-lessons, knowledge checks) using existing templates/tools.
- Use advanced presentation tools (PowerPoint, Canva).
- Ability to create simple visuals or infographics (Canva advanced, PowerPoint design features).
- Familiarity with forms and data collection tools (Google Forms, MS Forms, Kobo). ( for feedback collections after session for example)
Relational Communication
Serves as a primary point of contact for assigned country/region; includes interacting with key stakeholders, partners, and/or fellow IREX employees. Responsible for drafting and sending correspondence with stakeholders. Guidance and/or approval before engaging stakeholders may be required, in some cases.
Specific tasks for assigned role include:
- Support supervisor orientation and calibration sessions as requested.
- May require conducting training sessions for supervisors, teachers and Master teachers.
- Pilot materials with trainers/teachers; incorporate feedback from observations and user surveys.
Partner Engagement / Business Development
Supports the renewal process of assigned program. Supports and coordinates country partner outreach as requested. Gathers market intelligence specific to regional/country of responsibility. Supports one or more areas of the proposal development process; to include, but not limited to, proposal design, writing, and/or review.
Specific tasks for assigned role include:
- Work with QRTA and other partners in developing a holistic PD programs that cover all teacher and leadership ranks.
Budget, Financial and Project Compliance
At the direction of project leadership, independently and accurately performs financial administration tasks (check requests, sub-award approval level, etc.). Makes independent decisions about the type of information needed to populate a given document consistent with policies. May have the authority to sign for approval for smaller amounts as defined by the project.
Specific tasks for assigned role include:
- Prepare simple production budgets/PRs; coordinate with vendors (translation, editing, design, printing).
- Ensure compliance with MoE approvals, branding/visibility, safeguarding, and data-protection requirements.
- Reuse layouts/components; contribute to a shared design system and style guide.
- Apply AI/edtech responsibly (per policy) to accelerate drafts while protecting data and integrity.
Teamwork and Leadership
Ensures fellow team members can articulate how project work aligns with program or practice area goals and objectives. Delegates relevant work and provide clear and measurable guidance. Proactively seeks feedback from team members and uses information to make informed, relevant decisions for projects, programs, and clients. Seeks opportunities to encourage team members, to create more efficient processes and workflows that improve overall program. Takes ownership of the decisions and actions. Mentors Coordinators who direct the work of interns.
Specific tasks assigned for role include:
- Co-plan scope/sequence and enhancement cycles with Training Specialists.
- Co-develop ToT toolkits for supervisors (agendas, calibration tasks, model facilitation scripts, observation rubrics, fidelity checklists).
- Apply editorial and QA checklists (accuracy, alignment, accessibility/UDL, language quality, branding).
- Track revisions via version control and change logs.
- Embed data collection prompts; administer/compile pre/post results and feedback.
- Write report about the time spent on task, completion rate on training implemented online and provide feedback.
- Use outcomes and FoI data to prioritize revisions; contribute to monthly QA summaries and Pause-and-Reflect inputs.
Requirements
- Bachelor's degree in education, Curriculum & Instruction, Arabic Language, Instructional Design, or related field.
- Minimum of 3+ years of relevant experience/ creating/adapting instructional content for K3 or teacher PD (Jordan/MENA preferred).
- Proven alignment of content to competency-based frameworks and differentiated/scaffolded pathways.
- Experience producing materials across F2F, online, self-paced, and school-based modalities.
- Familiarity with early-grade literacy/numeracy, adult learning, UDL, and assessment design.
- Working knowledge of LMS/LXP workflows and basic e-learning authoring (e.g., Rise/Storyline/H5P).
- Strong Arabic writing/editing; professional English.
- Experience working with/alongside the MoE is an asset.
- Proficiency with Microsoft 365/Google Workspace; basic layout skills (PowerPoint/Word styles; Canva/Illustrator a plus).
Must demonstrate valid proof of unrestricted work authorization in Jordan
